We are seeking a Proposals Program Manager for a well-established client of ours in the Defence sector. This role would be based in the Vancouver area.


The Proposals Manager is responsible for the complete life cycle of proposals and will lead a small team that is responsible for all proposal efforts from pre-proposal planning to final production. The incumbent will plan all proposal and proposal support activities as well as prepare and manage detailed proposal plans, schedules, and metrics. You will liaise frequently with cross-departmental teams in building a co-operative, supportive and productive environment.


Lead the development of multiple, complex proposals
Provides leadership and guidance to motivate and mentor proposal team members to their optimum performance levels and career development
Responsible for analyzing simultaneous incoming RFP's, tender documents, and additional proposals/change orders for existing customers to identify strategic advantage or disadvantage to a response
Schedule and chair regular meetings to disseminate the 'Go / No Go decision' for RFP's, identify resources, assign the tasks, determine timeline and deadlines
In collaboration with Business Development, monitor early capture preparation activities and assist in the identification, development and implementation of bid teaming and partnering strategies
Participate in critical bid pursuit meetings, including presentations on capture strategy and design validation sessions
In conjunction with the VP, Business Development, plan and create detailed proposal schedules
Maintain proposal tracking documentation and conduct standing update meetings to ensure all necessary stakeholders are kept up to date
Scan external and internal environments to identify and assess emerging trends, opportunities and threats that may influence future business direction

Proposal Development:

Re-invigorate and introduce new systems as needed, including new tools, concepts, boilerplates, and procedures
Lead high-value and/or critical proposals as appropriate
Write specific technical proposal sections, as required, in support of proposal submissions
Ensure that written materials issued are suitable for a knowledgeable technical audience and that final output of proposals and sales materials conforms to our corporate standards
Serve as editor and/or reviewer of proposals as required
Ensure that all steps have been taken to develop the best pricing and most responsive proposal while minimizing any associated risk
Chair proposal debriefings, collect feedback on proposal wins and losses; incorporate feedback into future proposal submissions
Perform quality audits on submitted proposals and processes/procedures


Education: Bachelor Degree in Engineering, or related field and/or relevant working experience; completion of industry recognized proposal management training courses; membership in APMP or other proposal development focused association and/or a Bachelor Degree in Business Management or Marketing is an asset
Experience: 7+ years working experience in an engineering or maritime industry with at least 3 years in a proposals development management role within a hi-technology environment that produced large complex proposals
Skills: Self-starter; highly organized; able to work well with senior management levels; ability to direct and monitor the activities of others in performance of work requiring accuracy and detail; possesses diplomacy and the ability to facilitate compromise when staff are faced with competing priorities; strong written and verbal communication, proofreading and editing skills; must be able to work under tight deadlines; ability to grasp and possess sufficient technical understanding; highly proficient in Microsoft Office Suite
Other: Eligible to obtain government security clearance; may be required to work additional hours and/or weekends, as needed, to meet deadlines
